A. The expected answer is indeed B. But that's actually nonsense. The government only "created" government jobs --so helping those who happened to get these. But it was no help at all to the many OTHERS who remained unemployed. In fact, during the 1930s the unemployment rate was typically well up in the teens (NEVER below 10 per cent), in 1937 shooting back up over 20. FDR's policies during this whole time (until he finally backed down in the lead up to World War II) actually HURT many businesses. He changed the "rules" so often that the business climate was unstable, and few DARED to risk the sort of investment it took to produce real economic growth and jobs.
